Hello everyone, happy new year! With recent release of Cayo Perico but not much else I wanted to touch base with the community holding out for GTA Online in Liberty City or Vice City, and debrief from the Cayo Perico DLC. Even though Cayo Perico came out unexpectedly (to us), it is a small but welcome addition to the GTA Online world. I believe that we still have reason to cling onto hope that that Liberty City will sooner rather than later, and Cayo Perico is a stepping stone to that demonstrating the map expansions are possible. While I no longer think that we will see a remastered city come this generation of console, but we still have GTA V "Expanded and Enhanced" coming in 2021 which may have much more than just GTA V itself.
Reasons why I think that GTA V "Expanded and Enhanced" is more than just GTA V with updated graphics
GTA V XB1 & PS4 versions already work fine in XBSX/XBSS/PS5. It looks and runs great, similar to a PC level of detail/performance. Why would a significant update be needed if it will be much the same if they didn't have big plans on top of that?
Cayo Perico proves that Rockstar's idea of "Expanded" can mean land expansion
Cayo Perico sounds like it was more a like a side project during COVID-19 WFH than something in the works for a long time. It is not unreasonable to think that Rockstar, with all their global studios now merged together, haven't been working on something big since the bulk of RDR2 was finished.
Why are they being so vague about the details, even to go as far as using a PS3 trailer for it... are they doing this because they are hiding something? Even being so far to be anticlimactic to take off the pressure from fans, and surprise us later.
What Cyberpunk 2077 has taught the overall gaming community lately is what happens when you overpromise and underdeliver. However Rockstar already learnt this lesson back in 2015 when they promised Heists in GTA Online, which kept being reworked and delayed until near the end of the PS3/360 generation and copped a lot of criticism for it. Basically every social media comment was "Where are the Heists", fans were frustrated. From that time onwards they never released details until about 2 weeks out from launch for a DLC. RDR2 was a bit longer, but only because they had other partners to consider. For this they originally gave it 1 year from announcement to release date, but it was delayed to 2 years, with PC one more year after that (which also wasn't even announced until one month before that). Here is a quote about what went wrong with Heists:
We aren’t ready to give an official release date yet, but we are confident they will be ready early in 2015. As you may have read on IGN, Heists were a much bigger challenge to create than we had originally anticipated. Early versions were simply not good enough and had to be scrapped more than once as we honed in on how we thought they should work. We’re happy to say that the pack we are now finalizing is something we are excited by and eager to release as soon as it is ready. We, as a company, have always been about trying to make something that is good rather than hitting a date. We apologize when this gets frustrating but firmly believe that rushing out second-rate content does not do anyone any favors. Hopefully you agree that yesterday’s new Trailer is a sign that Heists are shaping up nicely, but we still need some time to fine tune them. Because we need a little time to get Heists right, we are going to give you a small Christmas gift to keep you entertained until we are done with them.
Reasons why I think something related to Liberty City is most likely to be the next major GTA Online expansion to come
GTA IV & EFLC is highly regarded as a masterpiece, it's fanbase is still strong - many still prefer it to GTA V for a variety reasons, so it is a good candidate for a remaster. They can always make the GTA IV car physics, ragdoll, etc. come back again, perhaps as a user configurable option. Having the map there is the gateway to bringing these highly valued games back to a new generation.
The availability of GTA IV is terrible. It is only a Backwards Compatibility title on Xbox One (non Enhanced), runs like rubbish on PC - performance wise (and multiplayer is now removed), and the PS4 & PS5 doesn't have it at all. Most other GTAs are available for purchase, at least on Mobile.
GTA V is now 7 years old and the GTA fanbase is now bigger than ever thanks to GTA V & Online. A lot of new fans haven't had the opportunity to experience GTA IV because of the above availability issue. The new fans are desperate for a new (to them) GTA game, especially since it doesn't look like GTA6 is coming any time soon. Or maybe I'm wrong and 6 is coming soon as well?
GTA Online is progressively getting new content referencing to Liberty City or content ported from Liberty City (i.e The Tugboat, QUB3D), so they are not above re-using GTA IV assets or dropping hints.
It is clear that they have been taking the "lazy" route as far as making new content for GTA Online DLCs by re-using existing assets. Don't get me wrong there is still a lot of work involved, but still it is less work than starting from scratch.
But it would make sense that they will continue their more recent M.O. to re-use existing assets rather than start from scratch to save time, effort and cost.
Porting the Liberty City map to GTA V engine can't be that difficult, given that even PC Modders have already been able to do it unofficially (FiveM/OpenIV), so just imagine what Rockstar can do when doing it properly.
There were only about 10 multiplayer modes in GTA IV Multiplayer, it wouldn't be hard to bring those back to GTA Online game modes to recreate that missing experience.
With high profile departures of the writers such as Leslie Benzies, Dan Houser & Lazlow there is no doubt going to be a brain drain. I'm sure they were working on stuff before their departures, and I'm sure that RockstaTake-Two with all their billions of dollars will be able to find other top talent to bring GTA into a new era, but this will take time, and they can get things out in the meantime. The story of GTA IV, Map & other assets are already made, so this gives them a head start to put out games while they rediscover their Mojo to make GTA6 using new talent.
GTA Online is a Big Money Maker, it will make the GTA IV & ELFC remaster worth it because the remastered map will be used for both GTA IV & Online: LC (maybe slight map differences according to time period).
Why did they put so much effort into issuing cease and desists to OpenIV team for OpenIV's LCinV project (even though it used original game files, no piracy) if they weren't planning on doing something in this space themselves.
Cayo Perico aside (which is still quite small), Los Santos as the primary setting of GTA Online is still a bit stale after 7 years. They can't use 2013 Los Santos forever, surely. Not to mention that a new GTA release is already well overdue.
GTA IV Music Licensing speculation/hints
A little while back, a lot of music track licenses expired and they were pulled from the PC version, most notably Vladivostok FM was most affected with most songs removed. They put in some new tracks to replace it, which wasn't quite as good but it seemed like that was as good as it's going to get. But then they went ahead and relicensed the original tracks anyway so all the music is now restored again (about 16 months after being originally cut). Why go though all that expense of relicensing all that music if they aren't planning to capitalise on it in a big way?
Cayo Perico speculation/hints
Not much here directly, but I have played with it a little bit. The way that it's programmed is interesting. As far as I can tell, travel to the island is sharing a session with Free Mode rather than being a different game mode, which you can tell by seeing the player list stay the same as whoever is in the Freemode session you were in. There is no loading of a different game mode, it is just a cut scene. On PC you can even chat to people who are still in Los Santos. When you look at the map, you are located South-East of LS (just past USS Luxington), and if you move the mouse you can get locations of LS show up, it's just the map itself which is hidden. There is a glitch you can do to "free roam" the whole Island, or just go to the Beach Party standalone, it is clear that you are in Free Mode of an existing Los Santos based lobby. When I was glitched, I was able to take a Dinghy back to LS, LS was visible. about halfway there, the whole Cayo Perico just de-spawned similar to how the USS Luxington does, and also the weathenight cycle changed instantly too. When I was glitched but still on the Island, a whole bunch of functions were disabled like spawning cars, calling contacts, etc. What this shows me is that perhaps they are experimenting with how integration with Future GTA Maps will look like. Instead of loading a whole different game, or loading a different game mode, it could be one big Free Mode made up of all locations, the locations can not be directly accessed without triggering a cut scene, and the properties of how a Free Mode works can change depending on what location on the broader map you are in. One challenge I anticipate is that they wouldn't want GTA$ earned in LS to be transferred to a totally new GTA Online area. It is well known that a lot of it glitched and they'd want us to start getting rich again. They have also been experimented with holding separate currencies such as Arena Points or Casino Chips. I could imagine that they come up with a storyline where all your GTA$ Cash gets deposited into Maze Bank but then can't be withdrawn to cash or moved to another bank, and in LC you are forced to use a competing bank like the Bank of Liberty. Basically LS = only get Maze Bank, LC = only get Bank of Liberty. Cars/Planes etc. Can be not widely transferable (i.e. You MKII or Babushka holding a car has engine failure mid flight and crashes, or maybe you need to go to the Airport marker on food), and maybe some planes (i.e. Luxor) can enter on a visiting basis via. Cutscene of that vehicle but can't be saved at the destination into a personal hangar.

The next Bond film should be You Only Live Twice - the novel, that is. Plus, a rant!
You Only Live Twice is a contender for my favorite of Ian Fleming's original novels, and it got a very loose adaptation on screen. Warning - I intended this to be a short post, but got emotionally carried away, so... long text incoming; I don't blame you for skipping it. But if you have read Fleming's novels, it might contain some interest for you. The original story was about a James Bond at the end of his rope, a broken shadow of his former self after Tracy's death, morosely wishing he would be fired so he could become a chicken farmer, of all things. M is not ready to give up on him, and at the prodding of the department's in-house psychologist, he sends Bond on an 'impossible' mission to secure an intelligence foothold with the Japanese, to bypass the reliance on secondhand intelligence from America's relationship with Japan (there are some strong connotations to the feeling that the British empire was fading in the setup). In return for securing the intelligence, 'Tiger' Tanaka asks for a favor from Bond - the assassination of an evil man, the Death Collector, AKA Doctor Shatterhand, a man who has created a 'suicide garden' with the goal of luring suicide-prone Japanese to a place of death. Sounds ridiculous? Look up Japan's famous 'suicide forest', it's darkly fascinating and 100% real, and Fleming was one of the first to report on the phenomenon to the West in the form of spy fiction. Bond makes a shocking discovery - his target is none other than Ernst Stavro Blofeld, the man responsible for his true love's death, having descended into pure twisted insanity after having been set back by Bond's interferences in his machinations. This is a really twisted story that's almost mystical or Lovecraftian in nature - Bond is against the Devil himself; the Death Collector - and narrowly escapes death itself after killing the man with his own hands. In his injury, Bond is robbed of his memory, and as an amnesiac, experiences a sort of rebirth in an idyllic primitive fishing village, before a scrap of newspaper which serves as toilet paper for the villagers containing the work 'Vladivostok' triggers Bond's memories of his old enemies, and he leaves idyll to seek answers about his past. Sound bonkers? It totally is! It's very much a surreal story. I mentioned Lovecraft earlier - I think Fleming could have been a fantastic contributor to the Lovecraft mythos. How many references were there in the books to the 'death-watch beetle', the 'undertaker's wind', and notably in Dr. No, a mythical dragon (which turns out to be mechanical), followed up by an actual fight with a giant squid? There's another hint of this in the prologue in Goldfinger, when Bond reflects on the great bird of a Mexican henchman's soul flying out of his mouth (metaphorically) after Bond had to kill him with a single knife edge hand to the throat, remarking that the man's soul was worth more than all of Mexico and everything within it. Fleming always had an undercurrent of macabre supernaturalism (of a sort) in his books - you can feel Fleming's delight in exploring Voodoo in Live and Let Die. It existed as early as Casino Royale, in which an injured and jaded Bond pontificates on the nature of Good vs Evil, before a more grounded Mathis implores Bond to stop trying to be too human, lest the world lose such a wonderful and effective machine. Fantastic! Unfortunately the movies have completely excised this remarkable aspect of Fleming's stories. The series had the opportunity to explore the darker, surreal side of Bond after OHMSS... but they didn't. For some bizarre reason, they did a really dumb revision of YOLT featuring a volcano lair, spaceship snatching, Little Nellie, and rocket cigarettes BEFORE doing OHMSS. Now there is a new opportunity. I'm not gonna lie, I really disliked SPECTRE, but we can try to salvage it. Bond has a new love now. Skip ahead a few years, they're happy newlyweds and Bond has made good on his promise to her to stop killing and change his life, etc. Then kill her immediately and tragically, early in the next film. Make Blofeld responsible. Fuck Bond up and give us Fleming's You Only Live Twice. It's a fantastic story about looking death in the face and being reborn, after resigning to a life of mediocrity as a chicken farmer... It doesn't have to be called You Only Live Twice. Call it 'Doctor Shatterhand' or 'The Death Collector' or something. It doesn't even need to take place in Japan, honestly. So it doesn't have to be an 'undoing' of YOLT as a film. It would be a new film that is a better adaptation of the themes and elements of Fleming's novel. Give us that dark, Lovecraftian Fleming, finally. Give us Bond at the end of his sanity. Give us a story about Bond finding catharsis and rebirth after tragedy - which is where this reboot was headed with CR and QoS (both of which I loved) before derailing the story arc to do two shallow nostalgia-laden written-by-committee fan films in Skyfall and SPECTRE. It's so irritating to me that Ian Fleming wrote these really fantastic stories, and the 50-year-old movie franchise refuses to adapt them! The books were popular for a reason, and the themes are timeless - the Cold War may be over, and technology might have changed, but people haven't changed. I have been a Bond fan since childhood in the 80's (my father owned all the movies to then-current, so I watched them as a kid), but Casino Royale is my favorite of the franchise because it's really quite accurate to the books despite being filmed 52 years after the book was written. If you've made it this far, I apologize for being so long-winded. If you're a producer for EON, PM me, okay? I can help you get this back on track. I'll consult for bottom dollar. This series deserves better than fan service to the cheesy tropes of the films of the 60's and 70's. Austin Powers lovingly gutted those follies, and anyone old enough to want to see another 'throwback' film is outside your target demographic these days. Ironically, the 'fix' is to go even further back, to Fleming's writings, which are timeless compared to the films. He knew how to speak to the subconscious, and the human condition. You guys got spooked by the reception to Quantum of Solace, but you went in the wrong direction. That storyline should have been continued; it would have retroactively redeemed that film as a 'middle movie' connecting together the first long form story arc in the franchise - which actually happened in the books, as TB - OHMSS - YOLT - TMWTGG were one continuous arc. But you blew it again, and once more the James Bond franchise has been crippled and not allowed to elevate beyond being a cheesy, lackadaisical suite of references to movies our grandmothers enjoyed. Can we get this new opportunity back on track before Daniel Craig - an excellent Bond, by the way - has left us?

[Event] Russian elections — the day all went haywire
The Moscow Times rang everywhere, as people scrolled through their apps, not believing what has happened. Civil unrests and riots happened throughout Russia, from Sevastopol, to Vladivostok. For the first time in Russian history, a party other than United Russia had won. And Russia did not seem united. A whole lot has changed since the last election. As Medvedev steps down as president, it is easy to see the changes in Russian society and say that nothing has happened. Nothing has changed. The people are angry, and want change. As the Russian political system became more polarized, things especially went sour. The most notable change would be the collapse of the communist party. The infighting, the decline in membership, and the corruption unearthed in the party has made the party explode in a fashion similar to the Soviet Union. From the remnants and decays of this, five major parties exist, and only one holds a seat — Mandel Nikolas, which dedicated and strong faction has made it stick out against the others. Every party holds a cult of personality for its leader however, and without a uniting character like Zyuganov to rally around, the party has officially lost its status as the opposition. Replacing it as the left wing with a vengeance has been the A Just Russia party, whose new Democratic socialist stance has earned it the following of a number of ex-communists. After unification with Yabloko and the Alliance of Greens and Social Democrats, its earned a large left-wing following, that unlike the center-right United Russia, has made it very popular. The party, no longer directed by Mironov, is being guided now by the more charismatic, and slightly younger, Matthias Gandchehra, a Russian-born man who lived in New York when he was younger, who believes that the main problem with Russia not being a developed country is because of the upper class of Russia. As stated in his speech, "We need tah make corruption with da highah class nonexistent now. Russia is not runned by the people, but by the milyunares, dah bilyunares, dah oligawks, and dah one puh-cent. We gawt tah legalize marihuana, we got tah raise da minimum wage, and we need change in Russia — YUGE change." The United Russia party has not been doing well either. Struggling to get on its feet, a huge scandal arised when Sergei Ivanov was kicked out of the party, for possible assassination attempts against his political opponent Viktor Ichkov. Ivanov immediately claimed he was being framed by United Russia, and claimed that they had only made such baseless accusations and charges to prevent him from getting more power in the kremlin. Ivanov decided to take the case to court against United Russia, and won, however eventually ended up losing anyways to the center-right allegedly corrupt candidate — who views theirselves as the most reasonable candidate, despite having refused to hold any press conferences during the entire election, and using multiple cards to defend himself against difficult questions against debates. This sank the support of United Russia, and caused it to fall in a downward spiral. But perhaps what was most surprising, was the rise of the LPDR. After the death of Zhirinovsky, the future looked bleak for the party, as the main focus was around his candidacy. Yet, the party like a phoenix rose from the ashes with the candidacy of Stepan Vladinodsky. A far right-wing fringe, he had never held office before, and has generally shown to be unknown in his political views. As a wealthy real-estate mogul and owner of multiple foreign casinos, however, he's been listed as one of the most recognized people in Russian society of the modern day, especially known due to his construction in repairing Sochi as a major Russian city again, and for his real-estate tactics that has made his name plastered onto the tallest building in Moscow. Despite this, he had alienated a majority of Russians — from his inaptness in foreign policy (believing that Ukraine were enemies), to his racist-filled statements that had gotten the attention of multiple people (stating that he's considering deportation for Chechens due to ISIS, that the rogue Siberians need to learn to accept Russian society, and even getting rid of the Jewish autonomous oblasts). One of his most ridiculed and criticized statements came even from a debate, where when asked the question "do you think reinstating relations with the Horn and Congo is necessary to preventing aggressive behavior in Africa?", he responded with "I would kill those n***ers before accepting any type of blame on this shit." His slogan, "Russia is the future," has riled supporters from all over the conservative regions to his cause, being even called "Vladimir PigPutin" as a nickname. Originally [A Just Russia] calling him the name as a part of their smear campaign on him, he simply laughed it off and encouraged his supporters to call him that. He supports a reversal on Russian gun control laws, Russian border control laws, developing the military even more, and a reversal on environmental and pro-minority laws. He's been called an "authoritarian prick" by Medvedev, a "corrupt piece of shit to work with" by one of his former co-workers, and a "delusional man" by his ex-wife who he divorced due to her communist stance. His stance on bringing back the orthodox religion has also appealed to the majority of religious people. When the ballots came in, nobody could believe it. Russia went mad.
Last year it was announced that from 1 January 2016, there would be a visa-free regime in place in Vladivostok for stays in Russia of up to 8 days (I think in addition to the existing 72 hour regime for cruise passengers). It was delayed, and here is an article indicating the new start date would be 1 July, which was repeated as recently as April as far as I've been able to find. Does anyone know more about this or what the current status of the plan is?
In the next task in our effort to revitalize what was once North Korea, we will be setting our sights on the city of Sonbong. The city is the most Eastern city in the Republic of Korea, and is very close to the Russian and Chinese border. This presents the option to convert the city to a tourist area, like Las Vegas in the US, or Hong Kong in China. Similar to New Pyongyang, it will follow the three step plan of Destruction, Reconstruction and Advertisement which goes as follows:
The buildings in the city will be completely torn down, as the small rural buildings will have no place in the city anymore. The ports there, which are terribly outdated will also be torn down, leaving the foundation for the improvement. In addition, the area of Songphyong-dong will be destroyed completely, with it's power plant being relocated to the Northern area of the city.
the city will be redesigned completely new. The mapped plans for the districts can be seen here. The districts are as follows:
Renamed to "Songphyong-dong Beach", the shore will be converted into a beach, and homes will be build along it, creating beach front property. The properties there will get more expensive and grander the further it is from the city, ranging from Beachfront homes in the Northwestern side, to High end mansions on the Southeastern tip. Expensive homes will also exist away from the beach in this area, giving it a feel like "The Hamptons" in the US.
This area will feature resorts, which will range from High Rise beachfront Hotels, to more modest hotels deeper in the city. things like smaller stores and restaurants will dot the area to provide services to the area. Several small docks will be located here where people can dock their boats, or take trips into the sea.
This area will be where the main port is located. Here, the port will be built to handle Cruise ships as well as cargo ships.
This area will be two distinct areas. The Northern part will be made into an amusement park, which will contain many rides and attractions, including an amphitheater and circus. The Southern part will be converted into a state park, with multiple camp sites and hiking trails. It will host several actives like camping, mountain climbing, tree climbing, in addition, it will have special designated areas for:
A Man made river will also be created for water activities such as:
This area will feature various casinos, to attract many tourists. The district will have both lower end and high end casinos, as well as several shops, high end restaurants, and some hotels. Special care will be placed in this area to ensure that no illegal betting will be happen, and so crime stays low.
This area will be the central/shopping district. Within it, the local government of the city will reside near the Northern part of it. The Southern part will have many stores, ranging from normal, affordable stores, to high end and expensive stores. In the center of the district, will be a massive mall complex, called the "Sejong the Great Mall", which will be the 3rd biggest mall in the world upon completion, besides the stores and restaurants within it, it will also have a small amusement part in the center of it.
This area will be the things like the Stadium for concerts and sporting events towards the eastern part of it, a large airport in the Southern part of it, and 4 large solar panel facilities along the western and Northern part, to help power the city with clean energy.
